And there are a fair number of things out there besides GIMP now. In the mapping threads, somebody posted up an editor designed to work with, among other things, 16-bit grayscales and other exotica.
Personally, I don't think GIMP is too bad, and Photoshop 4 and 5 can be had for "almost free" on eBay these days, or the occasional great deal on Amazon. I really prefer PS's interface, but that's because it's what I'm used to- I've been using it for years now. GIMP can do just about anything PS can, the interface is just different. It's kind've like comparing Rhino3D with Blender... they can both do about the same things, but Rhino is what I am best with, and I find Blender's interface a bit painfully awkward. GIMP isn't nearly as bad, imo, but meh.... using Paint, though, would quickly drive me insane.

I actually own both photoshop (legally... through school, like most people who have it legally and aren't a professional) and GIMP, and I use GIMP by choice about 90% of the time, because I like the interface better.
To each his own, I guess. One thing I really like in Photoshop is the better memory management- GIMP's performance goes south pretty fast when working with big files. One thing I really like about GIMP is the shortcut to make a new layer- in photoshop that action requires a menu access.

I have a copy of 7 that I got from my folks, when they upgraded to CE. Prior to that, I was using 5, then 4. Before that I was using some ancient crap on Macs 
GIMP definately has some advantages, and there are plenty of very good tutorials for all levels of skill for it at this point. If you've used GIMP more than a year ago and can't afford PS or PSP, I'd strongly recommend it.
