You need to have bump water on for this jk, other water modes do not have the issue as per kloot's note.

Obviously I got BumpWater enabled, and still can't reproduce it.
Post your bumpwater settings maybe (full one from your springsettings.cfg)?

Fun notes:
shadows don't move with camera before game start.
shadows don't move with camera if game is paused.

all the way to build: 0.81.2.1-1271-ga9d0e26
