Bug? Help? Not sure what this is.

When I am in windowed mode who do I change the screen size? I am stuck with full screen or almost half screen with some hanging off the edge. Also, how do I move the spring window? When It does work I can only adjust the width of the window.

Run spring.exe -> edit settings and you can change XResolutionWindowed and YResolutionWindowed to whatever suits you.

The rest sounds like a bug, although since this is the first report of it its probably related to your graphics card drivers, and you should read https://springrts.com/wiki/Bugs and provide more information.
