I was playing Balanced Annihilation with my friend and it was working fine. When i restarted my computer and tried to play spring it hung on "treedrawer". That was righted by simply turning off 3D trees.
Now spring hangs whilst loading Luarules, and I have no idea why. I've tried reinstalling, and restarting my PC.

That map+game work for me (tested) so it is not something like metalspotfinder freezing up. At least not all the time.
you can try to redirect stdout and stderr to a file so there is a complete log.
Might be a bit complicated if you are not familiar with it:

Could also try to disable even more things in springsettings.exe (lua shaders?) and see if that gets it working.
Then enable things 1 by 1 until it breaks.

You also need to remember that it worked fine using these exact settings. So I don't know what could have happened. The Infolog was exactly as I found it when I checked last.

After the above crash, it actually worked, but then I tried turning settings on again and it has not worked since, although it freezes on LuaUI rather than LuaRules

That the log stops at certain points does not necessarily mean that the last logged item caused the crash. There is currently a bug/feature that it does not get written instantly: http://springrts.com/mantis/view.php?id=2796
On the actual problem I have no idea, maybe some engine dev can tell something from the stacktrace.
Could try this:
Edit springsettings.cfg + add a line LoadingMT = 0
seems to be the new anti-everything-cure
