engine installer should block installing over old install

For portable install and I don't want it nuking my config is why I ask

I always use portable mode. I have defined a spring data dir where I have all maps/mods and I direct each portable install to use that folder by placing a springsettings.cfg in the portable dir.

I know it's likely a false positive, but I wonder why FSCS would think so...
