You can't try to compare different factories on opposite factions. Kbots aren't meant for charging through the front lines like tanks are(warriors being a possible exception), but even still they are more ore less balanced. But when it comes to K-BOTS on VEHICLES ARM will sweep away most CORE K-bot attempts with Flashes considering their cost is low and can be produced quickly enough in the early game to rival the numbers of K-bots, considering the CORE Storm's projectile may be effective but if it misses the initial shot then the storm is out of luck, so possibly the Rocket Launcher k-bots on both sides could get their projectile speeds increased or have a faster reload speed at the cost of their range.
In T1 each faction has damage-absorbing units, speed units, range, scouts, general purpose skirmish units, etc etc. The purpose isn't to make perfectly parallel unit categories for each faction, because that's very boring and removes a lot of the variety and choice between factions, especially in T2.
Also, you fail to mention that Core has arguably the best spam unit in the game - the AK. And no, T1 kbot is not Core's strong point, it has no scout and no tough tank unit, of which arm has both.
