The mod is intended to include French, Germany, Italy (made by yuritch), Finns (yuritch again) and British (maybe more sides in the future,;)) from early war.

I can help, but not with Skinning. I take it that this is a mod of Spring 1944, in which case, I believe I can offer you the use of our SVN and current work so you can continue under the 1944 roof.
JCanseco, put a full French unit list somewhere (full as in with aircraft and ships). I'll do some models then. Take inspiration from other unit lists (so no ships larger than a destroyer, no heavy bombers, etc. - you'll still have plenty of units anyway).
Plus Italians will need some more ground unit models, what I did was more for 1943-1944 Italian forces (their vehicles aren't hard to model, I can do those in a few days). I have some early-war Soviet equipment modeled, will need to make some more (KV-1 and KV-2, early fighters, etc.)
manolo, why do you think the link in the first post points to S44 forum? Of course he talked to us, but his units are out of place in 1944 timeline. They would be ok in 1940 though. So maybe that ends up as an 'expansion' of sorts, that adds a new time period to S44, or maybe as a mutator that depends on main S44 game.
A set of mutators that let you choose a certain time period with appropriate units and sides would indeed be cool. This could be a good beginning for that.

I think the idea of 1940 is that most of the '44 content - and even entire factions - are still useful. '40 just means adding some more factions.
Honestly, picking a specific year is asking for trouble anyways - it limits you. Think gameplay and focus on the whole war.
In terms of gameplay, the advancements made during the war put late war technology significantly beyond the capabilities of early and prewar technology, thus there is a serious balance/realism problem. Most people seem to be entirely ignorant of this; hence the considerable and consistent demands for this or that side, this or that year, this or that unit. I'm sure that isn't why the core team decided to work within a single year, but it does keep our efforts focused and allows us to balance realism with gameplay.
Some of the '44 content will be useful in '40, primarily the infantry. Most of the rest will need to be replaced with antiquated technology and many of the vehicles and tanks which can be carried across will need to be scaled up in comparative cost exponentially.
And the Pacific front will be added when it can be competitive within the constraints of the current map format - we cannot give Japan the navy they need to be competitive, and their land units simply cannot match the European offerings. I've been discussing alternate history possibilities - perhaps that Panther shipped to Japan got there and was mass produced - but the commitment to realism in cannot merely be discarded. Don't even get me started on Nationalist China, Colonial India and Siam.
Having some sort of champion for Japan, like we have for Finland and Italy, might be useful in getting it added. It could be added in a manner which does not compromise our commitment to some measure historical accuracy with enough work, in my estimation, but none of us have the time necessary.
We aren't adverse to expanding the scope of '44 or supporting derivative mutators. Currently Italy and Finland are being developed for the current game, and we're hoping to work with JCansceo to implement '40 as a mutator. FLOZi, we could do '68 if you could find people to do the skinning, probably.
Equipment differences between 1944 and 1940 are not so great. Most of infantry stays, nearly all trucks and artillery stay too, and most of ships. Tanks and aircraft need many replacements however. So that's about 20 units per side.
I've considered it before (as has Spiked, or at least an immeditae post-war '1948' beggining of the cold war type mod). Just pointing out that there would not be a great deal of work involved modelling/texture wise. Probably the worst thing would be a slew of new jet aircraft.
