Is there any way (like in SY's Demo recorder for OTA) like .time you can find out what time/frame everyone is on?.. i know the desync message means they have dropped out.. but is there any way to find out exactly how far they have lagged behind??

Check the ingame-pings:
Each 33 miliseconds is equivalent to one frame the client is behind the server. Reduce the amount of frames by 2 or 3 (for network latency of 100ms) to take the time into account the message needs to arrive at the server.
