Power droids, when stuff runs out of juice (namely other droids) they come 'round and zap them.

This does not mean that the droids do not suffer from the problems that made them a liability under the service of the Confederacy in the prequels (lack of independence, need for power supply, etc).

The unit you see here is one of those foundries. It has been updated somewhat to match existing imperial deployment doctrine - but it is essentially clone-wars era factory technology, designed for producing generally clone-wars era automated war machines (battle droids etc).

In order to really get a feel for how this factory works, I suggest you check out the following in-game video:
