How on earth did a graphics card of that power get bundled with a cpu like that?

It's not a benchmark buster, sure, but it should run small to medium size spring games fine. You'll probably find your maximum is around the 8 player range before CPU lag starts to frustrate gamespeed.
Specs don't count as players though, so don't worry about that.
[edit] It's worth mentioning that a map like speedmetal will be significantly more taxing due to the high number of projectiles and units in game at any given time. The 8 player estimate is intended for normal maps.
