if your tanks won't repair automatically in the field...
taking 12 flashes + 2 repair vehicles
vs.
16 flashes...
makes for a base of operations next to enemy base.. where flash raids occur and come back to repair, while the defender has more tanks auto-healing.... but are scattered thinner...
the offense will STILL proove very powerful.. and HURT the other player...
it just won't kill him right off the bat..
such a setup would allow for longer games, games requiring more thought... and games more like chess...
the defender could attack the small army with const vehicles... or survive on his defenses and send his army at his opponent... whileist... the attacker could even use the army as a place to keep the defender harassed while they build a small outpost right there... and rally troops in that vicinity...
the possibilities...
I could think of soooooooo many more ways to fight if you had to rely on healing posts for armies.. vs. just letting them go and heal themselves or die....
it'd be more fun too if we get a bigger playerbase and say, 4 players on each commanders team, one building base + resources... and 3 doing the offensive raids and strikes...

edit: for a single player/side game though.. setting the const. vehicles on patrol on a designated area, then retrating to that area, the const. stuff (aircraft) will repair your tanks there... and then patrol when finished, and you can attack again... (an old tactic of mine from like 96')
the biggest trick to doing raids like this though... is to have 3 or more groups of tanks... with all kinds of cover for them, flakkers etc. and cycle them, 1 attacking, 1 retreating, 1 repairing....
1 army charging in full strength without turning around will do more damage initially... but it will also give your opponent metal, and destroy your offensive force... to cycle them, keeps your opponent going crazy with defense while you can maintain other activities... without feeding him...
