Works somewhat as long as all your units are roughly the same size, you don't allow kung-fuing buildings and you don't mind swords that are ten times the size of your units.

Imho, it's a bug anyways. Units should calculate range from the nearest part of the target's hitsphere, not to the centre. From what I've heard though, the problem is that this calculation is done in many places, so it's hard to make it work across-the-board.

Cloud and Siegfried have tiny swords compared to what you need to make this work properly.
