Just load up photoshop/gimp, learn what transparances and layers are, get the UV-map in a layer so you see where the polygons are, and start painting. Dents and such are hand done...(ok with the help of layer styles... Im teh master of layer styles. But atleast I dont pick crapy presets). the only filter is actully just a semi transparent overlay of one of the "stucato" textures that come with photoshop. If you set it to soft light and turn the opacity way down it nicly breaks up the plane shades.
Oh and custom brushes... make some. They help alot.
Probablie would have been 3 hours work, but what with all the changes they kept wanting it was more like 5!
