I think there are conflicts, because your installer version of a map/mod is different from the version the host is using. What dazzles me is why the lobby does not notify you have a version different from the server.

Why not keep the reload tag, and add a new "stockpilereloadtime" tag or something. That would not break compatability, but you could still control the reload time in between stockpiled shots. Of course, it would be somewhat confusing, but I think this is the best solution to maintain backw...
