You can't. Trying to get people to try a mod other than AA 2.23 or a map other than SSB/Altored Divide is really hard but when you add in the fact that your map looks pretty different and that it's somewhat large it becomes almost impossible. I've seen this happen in Quake, I've seen this happen in Counter-Strike, I've seen it happen in Starcraft, etc. My conclusions: some people cannot ever be made to change maps they play (see dm6/q2dm1/pro-q3dm6, de_dust, Big Game Hunters, Speedmetal (!)), the rest (with a few notable exceptions) will at least try a new map when it will be played in a major competition, which spring doesn't really have. Therefore, what's needed is:
1. a group of people like you propose, but with one task in mind: to seek out the best maps for competitions,
2. at least one regular, major, well-known and prestigious competition which will include maps found by people in 1.
Making both happen is not a task for the faint-hearted, to say the least.

While, yes, I agree that there are a lot of people who probably aren't going to DL and try a map until it's uber-popular, no matter what... I really think what makes it hard for your map is that it looks so different.
I've seen very recently released maps that look very similar to already popular maps get played a lot, to the point that I see one or two games of them everytime I get on. I was seriously surprised by the amount of people willing to DL a new map when I made games.
It's sad that people aren't willing to try something radically different, because that's where fresh exciting things happen.
You can get it to happen if you believe your map has a lot of potential, make a lot of games, get your friends to play with you, PM people you know/have played with before to play, advertise in lobby, etc. The whole point of all of that is to get people to see your map's name, because the more people see a map's name the more likely they are to DL and try it.

I hate to say it but I'm the opposite. I'd rather learn a popular map more in depth then try something new most of the time... I like to know all the strats for the primary maps and see good games where people do new things with the map you wouldn't expect even after playing several games on that map. I don't like playing new maps unless they show promise towards growing popular...
I'm similar to you, Swift, I like to stick to a small number of maps, the important thing to me is that people shouldn't be afraid to try something new and make a map popular if it is good. I think Spring players are pretty good at this.
I don't like to play a diff map everytime at all, but it's always good to have an open mind to new maps.
