I would like to see option similar to "disable unit/structure" but affecting it's +- cost in energy / metal to build ...
could help resolve some balancing issues w/o need modify the mod files at all ...

Well... er... I don't think this would be a good idea, myself:
1. You'd have to set it every time, if you found something genuinely screwed up, balance-wise.
2. It'd add a lot of complexity to the GUI code for the Client, plus you'd have to somehow apply these changes throughout the engine for all players to prevent sync errors.
3. If not done correctly, this would make all sorts of cheats very easy.
In short... if a mod has broken balance, then take that up with whoever is maintaining the mod. I am super-dubious about the idea that average players are going to somehow organically "improve" mod play with this kind've idea- in fact, I'd strongly suspect the opposite- it'd make SpeedMetaller's lives even easier
