It's frustrating when an attacking unit hides from your defenses behind the very structure those defenses are meant to protect. Many springers want fire-through-friendlies for this reason.

I think a better, more realistic solution for this particular issue is to make turrets taller.

Long term, make turrets taller, give structures sloped sides and precise hit polyhedrons, and make it possible to build turrets on top of structures.

If your enemy has tall buildings and short turrets, you should be able to take advantage of this. But your enemy shouldn't have this disadvantage in the firstplace.

Look at E&E. One of the benefits of higher level turrets is bound up in height... plus Rockets can fire over structures.
