Underwater bases
Does anyone have a unit pack that allows for a full underwater base? With pop up turrets and things that can allow someone who's been forced underwater, to rise back up and defend themselves?

Pop-up thingies
I think it is perfectly possible to make a mod/unitpack that gives such possibilities. In AA there are 'Water Plane' and 'Hovercraft' factories that stay completely submerged until they start building. You can also have units that have underwater weapons, and not necessarily torpedos.
Subs are all built under water (only the docks have parts visible from the surface). I think it's absolutely possible to make a totally submerged factory, that produces submerged units. Maybe also ground units, but they would have to be ferried out of the water... Not sure if its possible... Once I had a kbot thrown into water by an explosion, it was functioning but couldn't move, and I didn't have a chance to try and load it onto a transport ship...
Maybe this should go to the modders forum...

I hope that's one of the things they fix in the next version, sea planes landing underwater. I used to use a go then stop method of sneaking a bunch of sea planes from one shore to another and then sweeping out of the beach right next to the enemy base. That was fun.
I can't get AA to work at all. it just gives me errors and drops out. Where can I get a working version of AA?

the only use for it was you could hide them from enemy planes underwater

It did work in OTA... I promise. You couldn't command cue it, they had to be manually stopped before they broke the surface of the water. It worked cause the planes would take off diagonally from the sea floor. So if you stopped them before the left the water they'd settle straight down from where they were. Then you could wait and do it again. It took some baby sitting but it worked. Find a copy of OTA:CC and try it.
And there were other uses then just hiding from aircraft. You could probably use them to make a line underwater and take advantage of the engine and use it to stop boats from passing over them. (I think... Depends on how OTA handeled collisions with air craft. I think that if they were grounded they were just as impassable as any other object. I never did it cause in OTA, making a line was hard.

Beside the OTA underwater landing seaplanes, that I love..I found not fictional references about sub planes since the first soviet WW2 design.

Lockheed Martin is working on a robot airplane for the U.S. Navy called the Cormorant that is LAUNCHED FROM A SUBMARINE, swims to the surface, unfolds its wings, then fires rocket boosters to get airborne. After bombing or spying -- the plane would have a 500-mile capability -- it returns to the ocean, where it's picked up underwater by the sub with the use of a robot arm.
