I've had quite a few ideas for ressource system quirks that wouldn't work without the mod being able to set the initial energy and metal storage values. There should be a flag allowing a mod to ignore the host-defined storage values and use the commander's storage values as defined in the .fbi instead. That way I wouldn't have to tell the user e.g. to set metal to 0 and energy to 1900 for a mod and I could have different values for different factions.
