This is kind of a weird bug, and I may have got the wrong root cause, but here's how to replicate.

Build one jammer unit. Build one transport unit. Load the jammer. Now fly/drive the transport to an area outside normal radar/jammer coverage, so that the bug can be seen in the LoS view (L). Turning the jammer off then on, while loaded in the transport, will cause the area around the jammer to be jammed as normal, but moving the transport away from this area now will have no effect, that is the jammed area remains in place. Note, that the jammed area will re-centre on the jammer when it is unloaded from the transport.

This could be an issue with the LoS view rather than the actual radar jamming. This could be exploited to put a series of invulnerable jammed areas down, as they are not controlled by any unit, so cannot be destroyed.

are you saying i can build 4 atlas and 4 jammers , send them to 4 areas switch the jammers off and then on and pull them all to a corner and the 4 areas will still be jammed forever ? (without unloading the jammers while in the corner)

That is entirely correct. You can do the same thing with radar too. It's been that way for as long as I can remember, as well.
