Why is there no static build for 93.1?

static build of 93.1 is broken, use 93.2 instead.

So why isn't the server version updated to 93.2 and the windows version bumped?

It doesn't matter if they still sync. That is completely irrelevant. You have the archaic lobby server version system set up, and you break many things by not abiding by it and cause a lot of problems for others as well.
