So we play BA a lot - in fact last night we had another 8 person game. There is one thing that still confuses me a lot - I swear in the original BA the Torpedo bombers hit underwater structures? Am I mistaken in this? If so what exactly can counter sea if you are not right next to the water and the other player is? We have a lot of games in which the sea based player builds a few subs, making it very hard for anyone to expand into the sea, then spends the rest of the game building all their resources underwater with no way for us to strongly attack them? What is the counter I spose would be my question.

Torpedo bombers hit stuff underwater. You're probably just not sending sonar planes with them, so the torpedo bombers can't see anything that's under the water.
How you attack a water player depends on several things, but some of the good ways include:
-Massive hover armies. If they have 10+ T2 battleships, however, don't even bother trying if they know what they're doing.
-Snipe their carriers and then send in the nukes. Can be sniped however you think is best
-Build lots of big berthas and bombard them from afar. You won't take out their econ, but you will kill everything else. Expect immediate retaliation.
-If you know they don't have any AA, make sonar planes AND torpedo bombers (torpedo bombers can't see underwater by themselves). Hit their T2 ship factory first, and then have fun destroying the rest.
-Send in shit tons of arm's crawling bombs (they're amphib, as I found out not too long ago). Self-d them and take out the entire econ.
-Use long range turrets (tachyon annihilator, plasma cannon) to secure a small portion of sea, build a shipyard, and then build a huge army of 50/50 sub killers and battle subs.
-Station Arm's T3 vanguards along the shore. You'll deny them that entire 1450 range to the shore line.

underwater buildings have to be inside of sonar plane range in the moment of releasing torpedo.
