Strange UI displacement

Dunno from when but i have this strange ui displacement. What is bad:

when i press "j" to get to "map scroll mode" the + is not in center but shifted to top left, however if i want to select units in this mode i must press on them when they are in center.
ready button is similarly displaced to top left but to press it i must press on its intended/original position
last finding is if i press "Tab" to switch to overhead mode everything in the ui is displaced and scaled (see screenshot)

Maybe someone knows how to repair all this?

glitch introduced in a recent version, has to do with the UI widget overriding the mini-map or something...
