Look, the only reason I can imagine you're asking for this in a PM is to not give away how easy it is to bypass an IP ban or impersonate someone from a different country, thereby causing mass anarchy.
Since everyone here already knows about this, I'll just tell you straight. There's no such thing as a proxy that is more than three of the following, and usually no more than two:
-free
-reliable
-fast
-low-latency
This is because, the instant one such proxy pops up, someone abuses it and it goes down shortly thereafter.
There's Tor, which is really only useful for anonymizing yourself so you can send emails to the FBI without fear of retribution. Your connection speed and latency will vary widely and at random, but will generally be perfectly fine for web browsing.
There are a few outfits out of Sweden, such as Relakks, which cost a few bucks a month and only add maybe 30 to your ping for online gaming and don't reduce your bandwidth too much. I've used Relakks while playing TF2 and didn't even realize until afterward. There are also some services that have been set up in the States and Canada but they usually seem too shady to be worth it and regardless they will cost just as much as the Swedish ones. Being located in Sweden has certain legal advantages too.

But as I said before you'll not get one that's worth writing home about.
Many of them are also malicious, and will scan your data as it passes through them, searching for things like credit card numbers. These can potentially bypass SSL encryption.
