Game Crash When Scrolling

It seems that when I scroll the screen in Overhead mode, the game will randomly crash. I get the windows error message "TASpring has encountered an unexpected error and needs to close. We are sorry for the inconvenience. Do you want to send an error report?" The crash is not recorded in the game's log file.

The game screen scrambles horizontally like this:

Well aside from the scrabled screen, I've had this particular crash bug for as long as I can remember.
