that thinked about this plan not for ethnic politic idea but for understand the mecanic of the worst ever !
i read and learn in TV and apers that related to "the thing" fps game featuring a fear factor when friend(bots) show horific stuff the stoped and if stay in range get to hostile(bersek)
it seems that lovecraft and d&d rule this too ;
many rts have moral counter ;
in my case i think about negativ (moral fear horor) and positiv (food weapon power freedom etc) that can rule the mob to trust and obey near to dead happilly or revolt against good allies:
that allow to get same tem llies ennemy or neutral ,
gain loosing the control of units recurently ,
bring a wagon of food and thousand get friend ,brutal a leader and thousand get ennemy ;
with consideration with the statics building can be too hated or loved

so war is natural or better but its only a part of the life (see chaos issue)and spring is a rts engine and not a war game ...
but is exist a mod without kill or stole task ?
its surely possible to made ...for a decent modder(if exist)

So your idea is a strategy game, where the actions of the player determine how their units react to them and what kind of units they get?

its just a sklavagemob simulator :
a team is a civil Ai ,
the player start with is leader that need corupt(capture by gift the wished way and fear the unwished ) and can think that player is fps view :
exemple : yu spend money in goodness that yu put where yu want that Ai go ,
but the Ai gifted want go out after and yu need to spend money for put around some evil ,
so the AI go in a controled way and if not goodness to catch so the Ai lvl his hostility :
exempl :
a mob 100 will atack a 10squad of swordmen and stole the swords for exit the arena
but they dont if its a open space
or if an arena with a goodness reacheable
so yu can drive mob Ai to use sword against what yu want if yu place a corect trap(an arena with gift and more far mob is a trap for that squad use sword )
a kind of dongeon keeper gameplay
