I have this issue for a very long time now and I would like to get rid of it. Sometimes I have to rotate my buildings with the key next to backspace, sometimes I have to use the key below (left to Return).
I am on german Vista64. Is there a fix/workaround or am I doing anything wrong?

Do you switch between US and German keyboard layouts with a hotkey?

At least not on purpose. Nevertheless I just completely removed US-Keyboard-Support in my Windows.
I just googled a bit. It seems that "Ctrl+Shift" is the hotkey in windows to switch keyboard layout?? If that is true it is very likely that I hit that combination by mistake.

its alt+shift to switch between german and american key-layout

both combos do something with the layout. suggest unbinding them in windows.
