This community seems to have modellers coming out of it's ears, just prod someone who has shown a bit of talent, maybe that cremuss chap? He's shown he can map. I can't imagine this'd take me more half an hour or so of my time to texture.
If whoever models it is intelligent, he should make a couple of spires that share texture space, or perhaps do a number of spire bits that I texture, which he can then use as a kit of parts to create a number of different spires.
I don't think I'd do a specular map for this. Firstly it doesn't strictly need it, and secondly it needs to read as the same material as the ground, which has no specularity.
