When I choose the commander and click a building to build, if the building is first time build in this game, at the moment of I click it, the whole screen flash (turns totally white) for a second. Thats pretty annoying.

should also be fixed in experimental 76b2 builds.

I just discovered that flash happens only in other people's server, when I am hosting myself, I don't see any flash.

Is that true it releases tommorrow and fix this annoying bug?

Not completely finished but you should be able to grab the spring.exe from the pre-build and run it anyway. It only has bugfixes and nothing to break sync.

in that experimental release the unitsync.dll make my spring client crash.

yes, that's a known issue, I should remove it. in the meantime, original spring unitsync will work just fine.
