Graphical Problem

My old HDD recently melted, and I have reinstalled a base SP2 XP OS on my newest one, when I downloaded and installed Spring+CA and ran the game, I noticed a strange debilitating graphical problem with the text.
I am curious as to the source of this glitch, and how I would fix it.

My OS is a basic XP SP2, just new installed, the only thing I've done is download all of my drivers, install a few misc programs, and Spring+CA.

damn it has even the same meaningful topic!

Imo only ppl with more than 10 posts should be able to create new threads in "Help & Bugs".
It is annoying to see everDAY the same ATI issue and everyweek the same nvidia issue ...
