Well I can think of one reason for building this into the engine.

Territories + borders:

Remember Rise of nations? The information to generate this would eb the same as the percentage fo the threat value fo a screen that the AI or human has in the AI's.

Arming units in veryhigh threat areas:

A zeus or other unti that needs to arm itself befoe firing would be best arming itself automatically when in high threat areas and thus should do so to maximise defence and reaction times. It also looks better.

Not to mention it makes your job so much easier.

Seriously though, that is a good idea, and I'd like to see both the Threat and Values matrix available to the player as mini-map overlay options. Similar to the Age of Empires resource, and combat overlays. maybe as a roll over function of the resize buttons on the bottom. So as you roll over the lower right button, the threat matrix is overlayed on the map, and the same for the values, though the former is only for current LOS. IE, it ignores areas out sid of LOS.

No it would include areas that used to be in LOS and show them as they where the last time they where seen.

I dunno about filling th engine with an array of voerlay buttons though
