like when your com cloaks, he would create a distortion; or if a guy is hit with the D-gun, he would decinigrate. is it possible to do things like this?

This was made pretty easy for Unreal Tournament! They just layed over a transparent moving texture(something like lightning sparks with 90% of it transparent) on the character! In Spring you could use the same technique and have some fade effect with it when cloaking and uncloaking!
BTW i have another suggestion on radar->los los->radar fading that would be something like this. When an enemy unit is in radar we see it as a circle blip and when it gets in los it is replaced with the unit model. Now what if when the unit is very close to get in los range the blip would be replaced with a sphere that has the same polycount as the units model and when in los turns to the shape of the unit!

Or how about when a unit is on the border between line of sight and radar, use the x-ray shader widget. That would be a neat transition.
