Question concerning maxwaterdepth

How is the maximum waterdepth a unit can cross calculated? I had a look at BA 6.0 and a lot of units have max waterdepth = 12. Nevertheless they are able to cross the shallow water on the map Tropical where the waterdepth is -19 at the deepest point of the passage.... Is there any offset I do not know about?

It's the one in the movedata that matters. The one in the fbi determines where it can be built.
