The custom explosion generator options for the water explosion on an air unit over water. NOT THE AIR effect.

I've noticed that before. Since I have trouble reading your sentence there I'll rephrase: A CEG considers an explosion to be a water explosion no matter what its Y position is as long as the XZ position is on water, shooting a plane above a body of water will trigger the same effect as shooting into the water when it should have the same effect as shooting a plane over land.

Hmm, I've never really messed with the water CEG stuff before, thanks for pointing that bug out!

He's right. I have CEG for a cannon explosion, with a water plume, dirt explosion (shamelessly ripped from S44 admittedly) and an air explosion. The engine keeps going for the water one when it explodes over water. Mid-air water plumes look kinda wierd.
Also: Is there a way to kill particles when they hit the water's surface?

In theory, underwater = 0 should do that, again, never tested that.
