Knowledge is an advantage but I don't believe we can gain much of a leg up on China before they reach the same level. Also I agree that China will fall again when it hits the level of the west, the outsourcing will go to yet another country (the stuff we outsource to them is the stuff that's cheaper to do in sweatshops than automated factories so automation isn't much of an issue there) but I think they will get a big leg up on us before reaching the peak and falling again and I think they will have made up for our knowledge advantage by the time they hit the peak.
Another issue is that we put all smart people into such demanding jobs that they can't afford to have children, leaving only the dumb to breed. That means we are selecting against beneficial traits, not for them and I'd expect that to result in a drop in the average intelligence over time (this also depends on the speed of assimilation for e.g. muslim imigrants who still have a strong religious belief, assimilation would mean that they forfeit their religion in the pursuit of whatever crap MTV is peddling to people right now. Yes, I do believe that religion breeds ignorance and stupidity because it teaches people doublethink so the assimilation will result in more intelligent people).
Also I don't want to read LOTR because I hate the medieval fantasy genre.

Nevertheless, I think education and knowledge is first a thing of motivation and second accessability.
If you truely want to learn something, you are willing to overcome obstacles much more. If the needed knowledge is accessible, the motivation may rise to learn, because it is easy to learn.
And to learn something has nothing to do with intelligence or IQ-rating, because the biggest dumbhead (like me) can learn the hardest thing, it is just a question of work.
But, to come back to topic, I think that thinking about CHina etc is not the best point of application.
Better forget China and try to improve the country and I fully agree with you in saying that we make qualified or intelligent people face the choice of kids or money.
And I think the greatest reason for appaerance of gangsta subcultures and the reluctance or even resistance against integration or assimilation is the lack of culture.
On the on hand the people say, PEACE PEACE, bring us peace and so on and on the other hand we sell chemical weapons to Saddam Hussein, just as an example.
Thats why many people in the poorer regions of the world hate the west.
If we would clear our general politic and make it consistent, it would be much easier to concentrate on such topics like boosting education.
But now my mind trails off

If i share music with you, I give you the music i like and through this, the music is filtered.
So you get some sort of recommendation what music is good from my point of view.
So if you like that music, you will probably buy that specific album (i would).

Or why Metallica albums are 3x as expensive as other artists are. Seriously, Piracy will continue so long as its easier to get pirated stuff than it is to get legit stuff. Ever seen a legit place to download Photoshop? What about Windows? How about a pirated version of either? It seems to me that if that were to change, piracy rates would drop overnight.
