Nevertheless, I think education and knowledge is first a thing of motivation and second accessability.
If you truely want to learn something, you are willing to overcome obstacles much more. If the needed knowledge is accessible, the motivation may rise to learn, because it is easy to learn.
And to learn something has nothing to do with intelligence or IQ-rating, because the biggest dumbhead (like me) can learn the hardest thing, it is just a question of work.
But, to come back to topic, I think that thinking about CHina etc is not the best point of application.
Better forget China and try to improve the country and I fully agree with you in saying that we make qualified or intelligent people face the choice of kids or money.
And I think the greatest reason for appaerance of gangsta subcultures and the reluctance or even resistance against integration or assimilation is the lack of culture.
On the on hand the people say, PEACE PEACE, bring us peace and so on and on the other hand we sell chemical weapons to Saddam Hussein, just as an example.
Thats why many people in the poorer regions of the world hate the west.
If we would clear our general politic and make it consistent, it would be much easier to concentrate on such topics like boosting education.
But now my mind trails off
