Firstly it avoid the building of Seaplane Platforms when the scenary is like an archipelago or another sea-land map, because these planes without this "special" feature are redundant, with the only exception of the sonar plane.
Based on UH Total Annihilation mod, in which these platforms only go to the surface while they are producing aircraft. Would be reazonable that these planes, landing underwater near their base, would are also hidden, until the force was strong enough to attack something, turning the game.

But...... these not create new strategies nor tactics...seaplane bombers, fighters, and gunships still doing the same role of the land based planes with a surplus cost of a new plant that also need to be defended from subs.

Well there's also the fact that seaplanes have torpedos AND missiles. Normally you'd need two seporate types of planes to accomplish this. But without the land underwater feature they are redundent enough that I only bother with them when I want to use them to sink ships or when I'm stuck in a water base.
