No, its not, it didn't get updated much after last release. It would be cool if you could do something like this. It doesn't need to include every commit (that is what git log is for), but should point out noteworthy changes important to players, modders etc.

Any idea of what the most significant player facing changes are besides the replacement of TASClient with SpringLobby?

All the changes for this release are in the git repo right, there's not any that were lost when we switched from SVN?

spring 0.78 was released from git, so no changes lost. IIRC not much changes for the player; the biggest and the most intrusive change is completely reworked AI interface (and removal of Group AIs.) Second is probably inclusion of OpenAL, which means hilarious effects when you enable game speed adjusting sound pitch, but also 3d sound.
