I must note that first BA has to reach a pretty consistent release which won't be superseded by another in anything less than a year.

This is unlikely... My approach would be to focus on economic intellect and micromanagement/macromanagement strategies. As well as provide an explination for counter systems, IE how levelers are tough against flash but weak against stumpies, and other such gameplay situations that are likely not to change in the near future.

In BA kbots are kindof a mess, T2 isn't very finished yet, T3 is tacked on at the end haphazardly, various air things are slightly amiss, sea is a mess/unfinished. It will likely keep evolving for a while.

Could someone include a link to the written tutorial in the Spring lobby topic? Also, with an all-new unknowfiles, the current link, http://quickstart.unknown-files.net, does not work.

It's already there and the quickstart is now hosted at http://quickstart.zjt3.com/

How about for an ingame tutorial, make it have an icon on the desktop, that runs Spring, on a map, with the mod you got, on a Single Player Mission with help via LUA, like CA claims to have.
Or even add something in new mods, similar to Gmods tutorial bars, it popups on the side, and gives you some help.

For Example:
Your energy is too low, you should built a solar panel.
Your metal is too low, make a metal extractor or metal maker quickly.
Enemies approaching from the North!
Use multiple builders to construct buildings and units faster.
This is a Transport, select it, then right click on what you want to transport, then click unload, and select where you want to unload the unit.

Funny someone should post this right now...
Me and Quantum are working on an ingame tutorial for Complete Annihilation. Though the principals of it can be applied to any TA mod. People that are afraid of being comknapped should just get jk's widget, and theres already a thing in CA that pops up unit descriptions and periodical tips like rcdraco suggested. quant was also talking about somthing graphical that would explain the spring keybindings, like a image of a keyboard where you could mouse over the keys.
this is already being worked on, just wait for quantum to use his leet coding skillz or say your 2 cents in #ca.

Your energy is too low, WE NEEDS MOAR PYLONS!
Your metal is too low, WE NEEDS MOAR PYLONS!
Enemies approaching from the- WE NEEDS MOAR PYLONS!
Use multiple builders to construct MOAR PYLONS!
This is a Transport, select it, then BUILD MOAR PYLONS!
Fixed.

Aren't there strategies how do deal with this in the wiki?
