What makes a noob?
To me, a noob isn't someone who isn't good at a game. It isn't someone who's a newbie-- there's a big difference there, even though the one came from the other.
To me, a noob is someone who refuses to learn.
They try the same tactics again and again, rushing peewees at a mass of cans. These tactics are the ones that work for them sometimes-- the peewee rush will kill a lot of players-- but they're unable to adapt the tactics to changing situations. What worked 20 minutes ago might not work now. What didn't work two minutes ago is even less likely to work now, because now I'm ready for it. Hint: "Adapt" doesn't mean trying the same thing except with ten more peewees.

I agree with that - I don't mind training a 'newbie' now and then, but I only call them 'n00b' if they refuse to learn / are team killing / etc.
A while ago I played a 2v2, my ally having 3 stripes rank, but he played worse then many newbies. Just kept on building ambushers in the freaking back of our base. And not just 3 or 5 or so, but more like 20 or 30. Then he needed metal so he started reclaiming one of my builders. I politely asked him to stop doing that, first it seemed to help but then a while later I almost finished a guardian, and what do I see? He starts freaking reclaiming it with 10 L1 con kbots. Got even worse later so game was never finished as you can expect.
That's the kind of persons I call 'n00b' in their face.
As a total opposite, sometime later I played another guy with just 1 stripe. He was really motivated and trying hard to beat me. After I defeated him once he wanted another game to take revenge. I defeated him another time but at least he was motivated to learn by getting beated, didn't whine and just liked it. (it may make a difference that he seemed to know OTA.)
That's the ideal 'newbie' IMHO

Newbies are ppl who haven't mastered basic game stuff like orders, group ai, macro, ally chat etc. There are a lot of shitty players out there, but only the ones who don't know the aforementioned things are the noobs. Common to them is also a slow response time(ones who don't increase it usually stay nubs too).

Like people have previously said - players who refuse to learn and don't know the basics of the game. I really hate players who ignore advice and even respond with abusive comments.
Building a lvl2 factory straight after their lvl1, trying air starts, constantly asking for resources to finish the guardians in their base, not expanding, not building aa then complaining, not using all their available resources, building defences in the middle of their base, reclaiming a comm with no metal storage, sending aircraft into heavy aa repeatedly, team comm napping, getting killed by fleas, having a krog/orcone as the first unit in their lvl3 factory...
Now a lot of these are common sense (defences in the middle of your base?) but some may be not be obvious.
Give them advice, then proceed to ignore them if they ignore it...

I was in a game on deltasiege with 2 other allies in a 3v3.
I messed up somewhat at the beginnign with water and resources, and asked my allies for help, but they lacked any real resourc eifnrastructure, but then as the next 20 mintues roleld out one quit and gave me their base without even telling me, leavign a set of factories idle.
then the remaining ally quit and gave his units not to me but to my enemies. It was then me vs the other 3 for the rest of the game.

To me, A noob is someone who refuses to listen to someone of a higher rank, Build completely redundent units (HAY I KNOW WHAT, I'LL BUILD A HORDE OF BOATS IN THIS TINY LAKE)Spams defnences in useless or bad posistions (ZOMG? NICE WORK PUTTING THAT ANNI BEHIND THE HILL) And someone who thinks that the Oppenent obviously won't attack him until his 20 krogs are done (in which time i'll have 40 orcones, 200 flashes, 55 bulldogs, 7 annis, 5 lrpcs, 1 nuke, 15 emp missles, 50 adv bombers and 200 gunships)
