It would then open a window that contains a brief text description image and link to a mod.

the description would be limited to what ever you guys decide and generally say a bit about the mod.
The file link would be specified by the mod maker. there can be up to 3 links should the maker decide to miror the files.
The webpage link would go to the mod's webpage. the wiki link would go to the wiki for the mod(that way everyone knows it exists)
Management
This area will require a small amount of moderation. When a new mod exists the maker submits a request for a pasword and id. This is then submited to the moderator.
The id is given and the user can acess a page on this site to update their mod profile. On this page they can update these elements:

wiki:
This is then stored on the spring site and will allow us to update our mods with minimal moderation.
Why the log in and authorization? well if someone does not controll it people will eventually start tossing viruses on the mods list. We do not need people trolling there.
