Technical: Maybe change forum engine ?
Phpbb is old and buggy. It lacks of features.
Maybe switch to another engine ?
I use so far (as an administrator):
1) IPB(best, not free),
2) Unclassified NewsBoard (GPL, free, not best one) and
3) SMF (free, not GPL, very good, but IPB is slightly better).
I think SMF 1.1 will be best choice, because it is very good engine and IPB, which is better, cost (a lot of) money.
EDIT:
I just want to be helpful, SMF and most of modern boards have more features (than phpbb), are faster, look better, have cleaner code, are more secure and support more new technologies (PHP5 for example). PHPBB 2.0.X has only security fixes, development is stopped and post-2.0.X version is still not in production state.

I don't know why on earth you are all so defencive of Phpbb anyways, personally it's one of the forums I like more but I don't start arguments with flames, I start them with points of context. Expect any flames in the future here to be deleted like the other ones were.
BTW, there really isn't a problem with new players asking stupid questions, and until there is expect to see any posts indicating such to be nuked. It makes me sick how some of you treat new people. It takes all of 10 seconds to link them to the appropriate wiki article that answers thier question, so stop being a dick. You're alot more familiar with the wiki structure then they are.

Check out myupb.com That is the forum that myself and quite a few other people have been working on for years. However... this use is not really the target audience.
Target audience is people that can't or won't use mysql.
It's quite fast, has a nice look and feel.
May not have all of the bells and whistles, but it has most of them and is very functional and customizable.
My favorite sql forum is vbulletin though.
