I'm not a dev but I would like to make those icons. They could be used both for minimap and as a tactical overlay when zoomed enough or when enabled somehow. They would have to be mod specific.

you could have a generic set a-la-GlaCiv2 that could be over-ridden by modders... basically, size of unit, type of unit, armed? , builder?, movement type... would be like 20 images to make probabaly... one useful thing is that you can still tell what stuff is in the tooltips when you mouse over them.

I would like to add new tag - something like "icontype" for each unit. And another file that would define each icontype (what sort of texture it should use, whether to scale it with unit size, whether to rotate it with unit etc.).

That way each mod could define it's own icons in a very flexible way.
