errr bombers do not bomb targets randomly unless their inital target has been destroyed, atleast in AA. They simply do not attack other things if theyalready have a specific attack order.
Once that inital target that you ordered them to destroy is dead, they will spread out and choose their own targets if their are any nearby.
But once again - Bombers DO NOT go for random targets if they have been issued a specific attack order, perhaps you're thinking of fighters, or you're issueing orders at an odd camera angle and therefore ordering them to attack something other than the intended target by mistake.

I thought that if a bomber flys directly over a building while set to fire at will that the bomber will drop bombs on the building. Even if you had already ordered it to drop on something else.
I can assure you that the unit is not being derstroyed. Mostly this is notisable when I'm trying to cill a commander in a commander-death game. I would see if the commander was dead.

Gah i just wrote a long reply but forgot to post it 
So in brief:
Bombers need time to line up for an attack, and release their payloads only at a certain distance from the target. Against buildings this is fine, but against moving targets such as a com, their accuracy is quite poor (against a microed unit anyway) . It could be that as the com was moving to avoid your bombers, their payloads land amongst nearby buildings. Also, you cannot switch targets with bombers and expect them to attack rightaway unless it is directly infront, and issued before its bombs start dropping, otherwise it will fly off and line up for a new run.
