New widget: automatically disable shadows on watermaps

It does what the title says: it scans the maps for the presence of water, and if there is more than 10 % of it, it automatically disables shadows.

The shadows config is not permanently changed. Shadows are only disabled for maps that contain water.

Works for all games. Put it in spring/luaui/widgets
