Recommend MMORPG that is Strategic Difficult Respec-y

I have never played a mainstream or asian mmorpg (ok tried 2 for all of 3 hrs). I would like to try one because of all the wonderful things promised like friendship adventure great big wars etc. Unfortunately my definition of grind is when i'm not thinking or trying out a new strategy. Maybe its more that story and graphics just don't do enough for me. So, recommend me an mmorpg where the player has the option to completely change his build without having to pay. Or xp being for every class or something. I also want (and is implied by 'strategy') challenge, meaning loosing often enough, or at least the option to play on hard enough difficulties. Dota/mobas don't count as I have played them all. I would rather not pay or level in an mmo without already liking it so it's best features aught to be at accessible at the beginning. Pvp in guild wars counts although its not really an rpg. The the mod that allows a player to respec all his companions in DA:O is probably a better example.

If you want unrestricted re-speccing there's Diablo 3. Yeah, it's not an MMO but aren't the other players in those only decorative anyway?

Veteran MMO pvp clan leader here, thought I would give you my 2 cents worth:

GW2 is definitely the game that springs to mind when you talk about respeccing and an engaging tactical element to the game. Not sure why you say its not really and rpg, but ok :)

Warhammer online age of reckoning (WAR) has awesome pvp, but its pay to play, probably pretty dead in the water by now.

The Old Republic will be free soon. I have never actually played that one, but my mates really enjoyed it.

Lineage 2 is now free to play. It is a horrific korean grindfest, but has very very good pvp, especially in terms of clan war. Guild wars 2 has basically integrated all of the good elements of the system and pretty much removed the grind. I only mention this one because I have led a couple of server-dominating clans and the game has a special place in my heart. Awesome soundtrack too!

TL;DR= play guildwars!

P.S. The one true mmorpg is Ultima Online

P.P.S Don't play MMORPGS! They are basically gaming cancer: High level clan play in RTS, or decent team play in a tactical FPS touch on a similar level of complexity and depth, without anywhere near the time investment. Less screaming emo teenagers too ^^

I'm pretty sure FPS is where you will find the most screaming teenagers.
GW2 is nice but don't expect anything revolutionary...
Its just another cone farming grind game in PvE.
If you are looking for interesting and complex PvE do not get GW2.
You'd probably be better off playing Invictus or something similar.

Unfortunately its a lot harder to tell how good an rpg is through videos. And I'm looking for planning challenge not execution. So not FPS or action but strategy mmos count. Maybe a tactical rpg style mmo.

The pvp in guildwars has no leveling so its not an rpg. The camera controls sucked in pvp to the point of unplayable for me. Also wasn't like one build the best with the magic damage weapons or something? And GW2 is actiony. https://www.guildwars2.com/en/media/videos/
