Spring 89.0 - Attack command, not idling, not reacting

1) The problem is "attack" order. Some units respond bad on attack command. They simple go to shoot distance and do nothing, or just do nothing.

2) Some other units (like Merl/Diplomat) sometimes dont become "idle" so they dont listen orders and just stay on place until you order "stop".. after that they react the good.

3) Im not sure if this has something with problem, that some units stay in factory and dont move (i think i saw this "problem" solved in engine bug hunt, but im not sure if it is the same) -- it reminds me problem example 2), becouse stop command sometimes restart the unit and it works ok.

All examples are from Spring 89.0 + NOTA 1.681 games.

I know spring 89.0 changed the priority of values in COBs and in unitDefs, but dont know if this has something to do with the problem. I know NOTA COBs are old, but there was not problem with them before, i think for example merl/diplomat cobs werent edited for years and with spring 88.0 there was not any of these problems.

It's not a nota problem, its a spring problem. Target lock on bug/feature that would be nifty on a modified attack command (shift + a), but not so great when on just a.

So basically, lolbug, fixed in 90
