A social solution is well suited to this problem.

Yes - this happens ofc... assholes are everywhere...
... ask yourself: in your exp. who jells/insults more: newbies or (wannabe)Pros?

Most newbies I have seen try to learn. The learning curve is steep and in team games there is a lot of pressure from team mates.

On a different matter, regarding 1-bars: Is there a introductory text/tutorial? Sometimes players come to team games and don't know how to build wind, solars and mex...
I'd like to tell them something like "Please go to http://xyz/, train the basics in single player or with other newbies. When you can beat KAIK, you can begin to compete with humans."

Clearly BA and DSD are perfect. 4 years and still the same map and mod for most games. God most creaters of games and maps could only dream of that sort of thing.

If you want to change it, it can only be done through changing the mod. Noone has the power to change the map (obvious), and only the spring devs can change the game sizes (and they never will).

Of course if mappers had the power to put maximum player limits on maps...

I find it genuinely funny, and more than a little ironic, that you of all people believe this to be the case.
