Prior to a certain commit made by auswaschbar ( IIRC ), the lobbies had to fiddle around the ordering and IDs used in script.txt so that they all matched up correctly, else spring would bawk.
Aus added code to the engine so that clients didn't need to specify any of this, and where instead sent the information by the host, or at least shifting responsibility to the host as I understand it. Perhaps the fact lobbies still implement their ordering is a part of this?
