i have a feeling this may have been posted here before...
sometimes, when a con or a commander starts a building, the building sits at 0%. this isn't a big issue when its a player controlled side, just a minor annoyance...
but it totally borks how AIs play... was configuring shard, and the bugger kept losing because the com would get stuck somewhere and then overrun.
any ideas on how to handle this bug, especially from an AI implementation point of view?

i am totally unsure about this, but could it be that this happens when an enemy unit is near when/before the commander starts to build?
i just know i have seen my commander do this too.

Yeh, I can confirm this. And this happens randomly it seems. I've had it at game start and in late game many times.

i was always thinking that happens when the builder first has to flatten the ground? and that the ground flattening can be rightclicking the builder a second time on the build site. at least it was like that in older versions.
maybe the builders try to flatten the ground but they lack build power to do so or something?

I think Ive isolated it: it happens when ground flattening is interrupted by the comm shooting at an enemy.

Yeh, all makes sense now. Yeah, I've gotten this too. On a somewhat related note, what causes the bug where sometimes units simply won't respond to move orders?(actually it's any orders, but they won't move) It's usually when they're right up against something like a building or a wreck, and you have to give them a move order in a certain direction before they move.

I slow down the game to almost nothing, start a building that requires terraforming, spawn an enemy unit, and watch the commander shoot the unit while he's still terraforming... then watch the building start and finish building without a problem...
shooting his laser doesn't seem to affect my commander's terraforming ability. I just watched him walk to a building site, terraform, and finish a building, while continuously shooting at a stumpy.

could it be that the commander/con is out of build range after the terraforming? eg. the position of the building moved further away a tiny bit on the Y axis.

It happens too frequently to be build range related imo. The poor commander has bad short term memory so forgets what he was up to when enemy interrupts him.
